Dear Fellow Scouters,
SELAMAT DATANG KE MALAYSIA means Welcome to Malaysia in our Malaysian National Language.
On behalf of the Scouts of Malaysia we wish to welcome you all to this auspicious gathering of 23rd Asia Pacific Regional (APR) Scout Conference of the World Scout Organization of the Scout Movement (WOSM) in Kuala Lumpur, Malaysia.
We have just celebrated our 100 years anniversary in the presence of 10,000 Scouts from all over Malaysia; and together with the APR Regional Scout Committees and Sub-Committees. It was a resounding successful event highlighted by the Deputy Prime Minister/Minister of Education, YAB Tan Sri Dato Hj Muhyiddin Yasin, YB Dato’ Ahmad Shabery bin Cheek the Minister of Youth and Sports and also in the presence of our Honorary President of the Scouts Association of Malaysia, YAB Tun Abdullah bin Hj Ahmad Badawi. It is in this rally that we recalled and remembered all who had served Scouting with a commemorative recognition.
This 23rd APR Conference will be well celebrated especially with your presence and in conjunction with Malaysian Scouting 100 years. This Conference therefore will continue to set the pace to change and make Scouting a better service for the World.
As our theme aptly says, SCOUTS ~ CAPITAL FOR PEACE
In addition to these events, preceding the Conference is a CLT and the 6th Youth Forum. The Youth Forum will be a great opportunity for our young people in the APR to exchange opinions. We have enlarged the number of participants (of young people) to 10 from each APR countries. As for the CLT it is designed to contribute to training of leaders in APR.
On the Conference Educational tour, you will visit Melaka the Historic City accorded by UNESCO and enjoy history and culture. Along the way you will also view the best greens, landscapes, “well-disciplined” palm trees and the God-given beauty of nature. As for the accompanying persons and observer on tour programs, Kuala Lumpur will present her best.
PPM will endeavour to make your stay in Kuala Lumpur comfortable, valuable and memorable.

As Chairman of the Asia-Pacific Regional Scout Committee, I take pleasure to invite you to the 23rd Asia-Pacific Regional Scout Conference that will be held from 27th October to 1st November 2009 in Kuala Lumpur Malaysia.
This year's conference theme Scout~Capital for Peace reiterates the commitment of every Scout to peace. Applying the values of Scouting in our daily lives is a simple way of sending out the message of peace to echo the conference theme to motivate others to make difference.
Having MALAYSIA as the host country is an attraction by itself. Just like scouting which sees no color, race and beliefs, Malaysia is well-known as a country of multi-ethnic society, home to hundreds of colourfull festival, abundance in nature and exotic countryside - elements that are very synonymous to Scouting. Having Kuala Lumpur is also a city with good blend of history, culture and modernity.
The highlight of the conference will be the setting of a regional membershipgrowth target for the next three years, review of the APR Plan 2001-2009 and to look into concluding cycle of the current Vision 2013.
Two ancillary events will be held preceding the Conference, the 6th APR Scout Youth Forum and the Course for Leader Trainers, both designed to contribute to the development of young people and training of adult leaders of the Asia-Pacific Region.
Once again, I ask all of you to join us and be part of this major regional Scouting event.

The 23rd Asia-Pacific Regional Scout Conference in Kuala Lumpur is a unique ocassion as it is happening after two-year interval from the Tokyo conference in 2007 instead of the normal three year duration. We have several abjectives to achieve at this conference. First is to provide updates of the regional achievements in the last two year, and then, to keep track of our core business by aligning our activities to our vision 2013 and set a better stratergy for our future.
Adding to the uniqueness of the conference and several activities happening for the first time:
- Scout Plaver, a joint gathering of people responsible for training and youth programme for teh better synergy between them and to work out on a stratergy for functional educational methods for young people and adults.
- A 'marketplace' at the conference where NSO's and other international organization are invited to put on the market their best and emerging practices.
- An increase of up to ten per delegation at The Youth Forum against Tokyo Youth Forum.
- A chief Executive meet, to be organized before conference open, where top executive are formally gathering for one day.
As in past conference, participants will have a say on our region future's through breakout group discussion and throuh resolutions for the future planning. We will have the opurtunity to re-acquaint and open possibilities with other scouting region and external partners.
On the lighter side, I am sure that our host Persekutuan Pengakap Malaysia will offer the finest Malaysian hospitality within and beyond the the halls to make Kuala Lumpur conference lasting treasure exprience.

A huge thank you to everyone for making our 23rd Asia-Pacific Regional Scout Conference 2009 a success. Your role and your efforts were part of a remarkable tapestry of knowledge, passion, and action that clearly indicated where we are in jumpstarting the new era of scouting, and where we need to go.
Of course there were some technical glitches and minor deficiencies along the way – for which we hold ourself entirely responsible – but apart from these the feedback We received was almost uniformly positive.
The sessions – were outstanding. And we have built an movement and network of volunteers, colleagues, and experts that we were sure will play a role in shaping our future movement in many ways over the months and years to come.
Thank to each and every one of you individually – the delegates, the observers, the accompanying persons, the guests, the volunteers, the speakers, moderators, and panelists; the sponsors, co-sponsors, and exhibitors; the NSO's; the awardees and their colleagues and families; – for the roles you played, the contributions you made, and the skills, patience, and commitment you brought to the event.
A list of the individuals would make this news impossibly long and might not mean much except to those specifically being acknowledged, but we intend to publish something like it online.

The Strategies priority and focus for year 2009-2012 as recommended by APR Scout Leaders Summit has been endorsed by Regional Scout Committee.
The 8 strategies priority and focus areas are:

This strategic also assists NSO's in commencing or continuing regular youth programme review to improve the quality of Youth Programme, with emphasis on strengthening the Rover programme. |
| 2 | . | Adults | | | | The strategic priority aims to assist NSO's to continually focus on all aspects of Adults in Scouting (AIS), with emphasis on the effective management of adults; providing support to adults; improving the quality of training; and enhancing the retention of adults in Scouting. |

The 23rd Asia Pacific Scout Conference was officially opened on 27th October 2009 by the Honourable Dato' Ahmad Sabri bin Cheek who represented the Malaysian Prime Minister YAB Dato Seri Mohd Najib bin Tun Razak.
A total of 482 Delegates, Obsevers and Accompanying Persons from 58 countries are participating in the said Conference. The paricipants are from the scouting regions of Asia-Pacific, Arab, Inter-America, Europe and Eurasia who represent Scouting of various levels of world Scouting which goes to prove that the Scout Movement is a borderless organisation.
The Conference will be officialy closed on the 1st November 2009.

1st APR Chief Scout Executive Meeting
Recognizing the importance of the role of the Chief Scout Executives on the growth of the National Scout Organizations, the World Scout Bureau / Asia-Pacific Region organized the very first Asia-Pacific Region Chief Executive Meet on 25th October 2009 at Hilton Kuala Lumpur.
The meet aims to identify major challenges faced by chief executive of NSOs in the Asia-Pacific Region and establish a network among them where they can share professional and technical expertise.
Mr. Simon Hang Bock Rhee, the World Scout Committee Vice-Chairman, gave the opening remarks in the presence of World Organization Scout Movement (WOSM), Secretary General, Luc Panissod.
Representing the regional office were Regional Director, Abdullah Rasheed and Director, S. Prassanna Shrivastava.

6th APR Scout Youth Forum
Kuala Lumpur, 23rd October 2009. The 6th APR Scout Youth Forum, which opened yesterday and will run until 25th October 2009 was officially opened by the Guest of Honour Persekutuan Pengakap Malaysia (PPM) Chief Scout, Dato' Seri Dr Hj Shafie Bin Hj Mohd Salleh. Youth participants numbering to 110 young people, comprised of 39 delegates and 71 observers, are from 25 National Scout Organizations from the region and observers from Finland and Uganda are gethered at the Kampo Hall of the International Youth Centre in Kuala Lumpur, Malaysia to discuss and express their views on issues affecting them, and also to sharpen their skills on leadership and decision-making.
At the forum, participants will elect seven representatives that will consist the YAMG for the period of 2009-2012 and its chairman.

APR Course for Leader Trainers
Kuala Lumpur, 19th October 2009 – The regional event - APR Course for Leader Trainers opened today in the presence of the National Training Commissioner, Tuan Hj Abdul Shukor bin Mohsin at the International Youth Centre, Kual Lumpur.
Present at the opening ceremony were the APR Adult Resources Sub- Committee Chairman Ms Reiko Suzuki, the International Youth Centre, Kuala Lumpur, Director Dato Raja Ruslan Samah, Malaysian Chief Scout Executive Zaki Nurud-din, and International Commissioner Dr Mukhyuddin bin Sarwani.
A total of 40 participant from 12 National Scout Organisations are taking the course. An International training team of six members from Australia, Japan, UK, Canada, Malaysia and APR are running the course. The course director is Haji Rahmat bin Jafaar from PPM who is also being assisted by four facilitators from Malaysia.
The course will run for seven days, concluding on the 25th October.

23rd Asia-Pacific Regional Scout Conference 2009
Persekutuan Pengakap Malaysia (PPM) has launched an impressive national promotional campaign for the 23rd Asia-Pacific Regional Scout Conference on the 24th January 2009 which was held at the Kuala Lumpur International Youth Centre.
Malaysia's Minister of Youth Dato Sri Ismail Sabri led the function and attended by Chief Scout of Malaysia Dato Seri Dr. Haji Shafie, accompanied by National Chief Commissioner Dato Haji Kaharuddin, World Scout Committee member Eric Khoo, all Assistant chief commissioners of PPM, members of the Executive Committee, and representatives from key government offices and departments.
The World Scout Bureau / Asia-Pacific Region was represented by the Regional Director Abdullah Rasheed and Director S. Prassanna.
Malaysia's Minister of Youth Dato Sri Ismail Sabri has assured full support of his ministry to the conference and invites all national Scout organizations to send sizeable delegations and to enjoy the Malaysian hospitality.
